All Japanese students and teachers should be using honorifics when speaking to other people. Foreigners don't have to as much, though they can, because they are new to the country.
Last names without an honorfic are for semi-closeness, while a first name without honorifics denotes that the speaker is very close to whom they are addressing. A list of honorifics is below.
All students, regardless of background, will address teachers as "Sensei." -SENSEI :: used when addressing a teacher or doctor. can be used on its own without a name before it.
-KUN :: used for boys and people younger than the speaker.
-CHAN :: used for girls and young children.
-TAN :: a cute version of -chan, often used between girls or for babies.
-SAN :: used for aquaintances and those older than the speaker.
-SAMA :: used for people of a high ranking position or someone the speaker greatly admires and denotes great respect.
-SENPAI :: usually used in schools for someone in a higher grade than the speaker. can be used on its own without a name before it.
